President Trump’s executive order instructing the Department of Justice to expedite marijuana’s reclassification under the Controlled Substances Act (CSA) arguably represents the most consequential policy shift for the cannabis industry in decades. This recent development builds off of the previous administration’s Department of Health and Human Services (HHS) recommendation to move marijuana to Schedule III and the Drug Enforcement Administration’s (DEA) initiation of the formal rulemaking process has left businesses, advocates, and policymakers alike asking: What does this all actually mean - and what happens next?
